Zurich Public Liability Insurance (Australia)

Zurich Public Liability Insurance in Australia: what to know about the cover on offer, how to compare it with alternatives and what to check first.

Zurich public liability insurance is a business liability product that Zurich's own page calls Combined General Liability Insurance, and this guide sets out what that page says in Australia, what it leaves out and where the paper trail stops. We follow it through Zurich's target market determination page and do not rate or recommend Zurich. The policy wording is what binds you.

Quick answer

Zurich's page describes Combined General Liability Insurance for third-party injury, property damage and advertising liability, sold through independent brokers. It states no limits, exclusions or insurer, so check those in your documents.

Zurich Public Liability Insurance or General Liability?

The Zurich page uses the term general liability, not public liability. It describes protection against the costs of property damage or third-party injury claims, which is the same kind of risk our national guide explains for public liability. The page does not define how the two terms relate.

The so what: when a contract or licence asks for public liability, ask the broker or Zurich whether the policy meets it and in what words. Our public and product liability guide explains why wording matters.

What the Product Page Says

The page lists three cover areas: third-party personal injury, third-party property damage and advertising liability. It also names two related products. Excess liability provides cover above underlying liability insurance that has been exhausted, and umbrella liability provides extra cover above limits your clients already have under other liability policies. Our 20 million guide explains how layered limits appear in the market.

The page states no sums insured, limits or deductibles, and it lists no exclusions. Its footer shows a 2024 copyright, while its metadata shows a last-modified date of 24 September 2026. The two dates point different ways, so we cannot say how current the text is. These are marketing statements and not the contract.

Where the Paper Trail Stops

We followed the page to the documents a policyholder would look for. The table shows what we found at each step.

Step What we found
Product page Describes the cover, states no limits or exclusions, names no entity
Zurich's general TMD page Lists life and superannuation determinations, and links to a business page; modified 7 October 2026 per its metadata
Zurich's business TMD page Lists 12 determinations in accident and health, marine, motor and travel, and none for general or public liability
Distribution wording on the business page Says determinations are made available to your broker or the distributor

The business TMD page names Zurich Australian Insurance Limited as the contact entity for determination enquiries, at an address in North Sydney, and gives no ABN or licence number. That is a clue and not a confirmation that this entity issues the liability product. We cannot say why no liability determination is listed. It may sit elsewhere, or may not apply to the customers the product is sold to.

Here is our own count. Of the 12 determinations on the business page, the earliest effective date is 1 October 2022 and the latest is 17 July 2025, and none is for liability. The so what: the absence of a page does not show the absence of a document, so ask your broker for the policy wording, the schedule and any determination that applies to you.

Who the Product Is For

The page is inconsistent about eligibility. Its description says the product is for businesses with more than $10 million in annual revenue, while the body links to a page for small to medium businesses. We cannot reconcile the two from the page. Ask Zurich or your broker which product applies to your size of business before you rely on either statement.

Picture a small contractor reading this page and wondering whether it applies. The page cannot answer, so the contractor's first job is a question to the broker: which product, which limit and which entity. Our 10 million guide shows how other pages present limits.

How It Is Sold and Who Issues It

The page says Zurich insurance is available through independent insurance brokers, and it points to the needabroker service and the NIBA phone line for finding one. It does not describe a direct purchase route. Our providers guide explains the difference between insurers, brokers and comparison sites.

A brand is not an insurer, so match the name on your quote and certificate to the APRA register of general insurers. The register is also where you can see whether an entity is authorised. We could not reopen it this week, and we did not link any Zurich entity to this product.

Complaints and What to Check

The product page describes no complaints process. The documents you receive should set one out. Our national guide explains that AFCA says it cannot consider public liability for small business insurance products, so ask AFCA early whether it can help. Use these questions with your broker:

  1. Which entity issues the policy, and is it on the APRA register?
  2. What limit applies, and is it per occurrence or across the year?
  3. Do defence costs sit inside the limit or in addition to it?
  4. Which exclusions touch the work I do?
  5. Which determination or document sets the target market for this product?

A certificate of currency confirms the entity covered, the type of cover and that the policy is valid on a given date. Our certificate guide explains what to expect.

Where to Go Next on Cairn Cover

The one thing to remember about Zurich public liability insurance: ask the broker for the entity, the wording and the limit, because the page gives none of them. Cairn Cover is a free guide and does not sell insurance or quote prices. Start with the national guide, then the cost guide, the quotes guide and the Queensland guide.
