Most searches for public liability insurance cost want a single number. We do not give one, because we have not found a named, dated official source for a typical price, and one figure would not suit every business. What we can do is explain what moves the price, where state insurance duty fits, what has changed in the market since 2019 and how to read the cost lines on a quote.
Quick answer
We do not publish a typical price, because it varies by business, limit, excess and insurer, and state insurance duty can add to it. A lower quote is a saving only if the cover is the same.
Public Liability Insurance Cost in Australia at a Glance
| Question | Short answer |
|---|---|
| What is a typical price? | We do not give one. Prices differ by business and insurer |
| Who sets the price? | The insurer, using its own rating methods |
| What changes it? | Business activity, size, limit, excess and claims history are commonly cited by Compare the Market and BizCover |
| Do taxes apply? | State insurance duty can apply. NSW has a small business exemption and Queensland lists 9 per cent |
| Are premiums rising? | The Insurance Council says up to 60 per cent since 2019. Others dispute the causes |
| Where do quotes fit? | Our quotes guide explains how to ask |
What Affects Public Liability Insurance Cost
Each insurer weighs risk in its own way, which is why two similar businesses can receive different quotes. Brokers and comparison sites tend to list the same factors, and because those are commercial sources we treat the list as a guide to what to expect, not a formula.
| Factor | How it can move the price |
|---|---|
| Type of business and activities | Work with more risk of injury or damage can cost more |
| Turnover and size | Larger or busier businesses can face higher premiums |
| Industry | Insurers treat sectors differently |
| Cover limit | A higher limit can cost more |
| Excess | Changes what you pay on a claim, and can change the premium |
| Past claims | Claims history is commonly asked about |
| Extras | Add-ons such as product liability can change the price |
Most of these factors are facts about your business, so the useful move is to know them before you ask. A fuller picture of your work, your turnover and your contract requirements lets you compare quotes on the same basis. Our business guide and sole trader guide show how those details differ.
How Insurance Duty Changes the Total
Insurance duty is a state tax on premiums. Revenue NSW says insurers pay it and it is usually passed on to the person insured. It is a line on your quote, so it affects the total even though the insurer does not control it.
| State | What the official source says |
|---|---|
| New South Wales | Product and public liability insurance is exempt if the insured is a CGT small business, and you declare this to your insurer |
| Queensland | The general insurance rate is 9 per cent of the premium including GST. The public liability exemption listed is for qualifying non-profit community organisations |
We have not checked the other states and territories, so confirm duty with your insurer. The New South Wales exemption depends on a turnover test and a yearly declaration, which our New South Wales guide sets out. Queensland's rules are in our Queensland guide.
Why Public Liability Prices Have Moved
Several named organisations have described the market, and they do not agree on the causes:
- The Insurance Council of Australia says Australia had a hard market between 2019 and 2024, with rising premiums, higher excesses, reduced risk appetite and less capacity.
- In a media release dated 11 March 2026, it said small business premiums have risen by up to 60 per cent since 2019, and pointed to civil liability laws, legal costs and red tape.
- The Small Business Ombudsman has raised concerns about availability of public liability cover in some sectors and regions.
- Lawyers told the same inquiry that proposed civil liability changes could reduce injured people's access to compensation without addressing the main drivers of pricing.
The federal Parliamentary Joint Committee on Corporations and Financial Services is running an inquiry into small business insurance. Its page lists a reporting date of 27 October 2026, and we could not confirm the outcome, so check the Parliament of Australia website. For you, the practical point is that price trends are contested, so a quote from last year is a weak guide to this year.
How to Read the Cost Section of a Quote
A quote can show several amounts. Ask the insurer or broker to explain each one in plain terms.
| Item on the quote | What to check |
|---|---|
| Premium | What the insurer charges for the cover itself |
| GST | Queensland's duty page treats GST as part of the premium for duty |
| Insurance duty | Whether it is charged, exempt or already included, and under which state rule |
| Excess | What you pay on each claim before the insurer pays |
| Limit | The most the policy will pay for a covered claim |
| Fees | Whether a broker or other fee applies, and what it covers |
If a quote does not separate these items, ask for a version that does. You cannot compare two totals fairly when one hides its duty and the other shows it.
Lower Quotes and Like for Like Cover
A lower price is not always a like for like saving. It can reflect a lower limit than your contract requires, a higher excess, narrower wording or a missing extension such as product liability. Business Queensland warns that insufficient cover can lead to unsuccessful claims. Our compare guide gives the checklist for testing a cheaper quote against a dearer one.
Ways to Keep Public Liability Cost Fair
Cost is partly a result of choices you make, and none of the steps below needs you to buy more than you need.
- Describe your work accurately. Under section 21 of the Insurance Contracts Act 1984 you must disclose what you know, or a reasonable person would know, is relevant. An incomplete description risks problems later.
- Buy the limit your contracts require. For council work, the NSW fact sheet says the level depends on a risk assessment, the value and complexity of the work and the level of risk.
- Ask about packages. business.gov.au says packages tailored to a business type can be cheaper than separate policies.
- Claim an exemption if you qualify. In NSW, a small business declaration can remove duty on public liability.
- Review at renewal. Check the limit and your activities still match.
Payment method matters as well. Business Queensland notes policies can lapse where premiums are paid monthly, which is why customers sometimes ask for a fresh certificate of currency. If you pay monthly, set a reminder to check each payment, and ask how a missed payment is handled and how you will be told.

Frequently Asked Questions
How much does public liability insurance cost? We do not give a typical price. It depends on your business, limit, excess and insurer, and duty may be added.
What changes the price most? Brokers and comparison sites commonly cite business activity, size, limit, excess and claims history. Insurers weigh them differently.
Is insurance duty charged on public liability? It can be. Queensland lists 9 per cent for general insurance, and NSW exempts CGT small businesses on public liability insurance.
Why have premiums risen? The Insurance Council points to civil liability laws, legal costs and red tape. Lawyers dispute that and say changes would not fix the main pricing drivers.
Is it safe to pay monthly? Policies can lapse where premiums are paid monthly, so check each payment and ask how missed payments are handled.
How does Cairn Cover help with cost? We explain the cost lines, link the sources on the words they support and connect the checklists. We do not quote or compare prices live.
