How to Compare Public Liability Insurance in Australia

How to compare public liability insurance in Australia like for like: limits, excess, exclusions and wording, plus a fill-in checklist.

When you are searching for cheap public liability insurance in Australia, price is the easiest thing to compare and the least reliable. Two policies with the same name can carry different limits, excesses and exclusions, and the cheaper one can leave you short when a claim arrives. This guide shows how to compare policies like for like, using official sources we checked on 29 October 2026. We do not rank insurers.

Quick answer

We do not rank insurers. A cheap public liability insurance quote is only a saving if the limit, excess, wording and business description match the cover you actually need.

How to Compare Public Liability Insurance at a Glance

Compare this What to look for
Cover limit Does it meet the minimum in your contract, licence or lease?
Excess How much you pay on each claim
Business description Does it match everything you do?
Exclusions Does any exclusion match your work?
Product liability Included, optional or not offered
Payment terms Annual or monthly, and what happens if a payment fails
Duty and GST Shown separately or included
Insurer and broker Authorised and licensed on the official registers

Why We Do Not Rank Public Liability Policies

Three official sources explain why a ranking would mislead. Business Queensland says the types and level of cover you need vary with your business activities. business.gov.au says the insurance you need depends on your type of business. The NSW Small Business Commissioner fact sheet says products vary from one insurer to another, so you should check and compare terms and conditions before you buy.

A contract, licence or lease can also set the minimum limit, which narrows your choices before price comes into it. We explain what to compare so you can judge for yourself, or ask a licensed broker.

Cheap Public Liability Insurance: What a Lower Price Can Hide

Picture two quotes for the same business. One is lower. On reading the wording, you find it carries a lower limit than your largest client requires, a higher excess and a business description that leaves out the work you do on customers' sites. The lower quote is cheaper because it covers less, not because it covers the same for less.

Check these six points before you act on a low price:

  1. The limit. It may sit below what your contract requires.
  2. The excess. A higher excess means you pay more when you claim.
  3. The wording. An exclusion may remove cover for your main activity.
  4. The business description. A narrow description can leave gaps for work you really do.
  5. Product liability. It may be missing or optional.
  6. The payment terms. Monthly payments bring a lapse risk if a payment fails.

Business Queensland says claims may be unsuccessful where a business is insufficiently insured, and that a claim can only be made on the right type of insurance. The Insurance Council of Australia describes a hard market between 2019 and 2024 that included higher excesses, which shows excess is part of the price picture. Our cost guide covers what moves the price.

A Compare Checklist for Public Liability Insurance

Work through these steps in order:

  1. Write down your activities and where you carry them out.
  2. Find any limit set by a contract, licence or lease.
  3. Ask each provider for quotes using the same details.
  4. Request the full policy wording for each quote.
  5. Fill in the comparison table below.
  6. Check the insurer and broker on the official registers.
  7. Ask how a certificate of currency would be issued.
  8. Choose, and keep a record of what you were told.

Copy this table into a note or spreadsheet and fill it in for each quote.

Questions to Put to Each Provider

A fair comparison needs the same questions asked of every provider, with answers in writing where they matter. Ask:

  • Which activities does the policy list, and what happens if I add a new one?
  • Is the limit per claim or for the whole policy period?
  • What is the excess, and does it change by type of claim?
  • Which exclusions most often affect businesses like mine?
  • How soon must I tell you about an incident?
  • Can you issue a certificate of currency straight away?

If a provider will not put an important answer in writing, treat that as information about the comparison, not as a reason to skip the question.

Compare Policies by Business Situation

Your situation decides which line matters most. Use this table to pick what to check first.

Your situation Compare this first
You supply a council The limit and the certificates of currency. Tenders are normally very specific about both
Your occupation is licensed The licence minimum and the insured name. The Electrical Safety Office requires the policy to be in the name of the legal entity applying for the licence
You work from home Whether your home policy covers business activity, which Business Queensland says it may not
You employ staff Workers compensation, a separate cover from public liability
You give advice or designs Professional indemnity, which public liability does not replace
You make or sell goods Whether product liability is included. Many public liability policies extend to it

Where to Compare and Whom to Check

The NSW fact sheet lists three routes: go directly to an insurer, hire a broker or use an online comparison site that shows policies from several insurers. Whichever you use, ask which insurers or products are included, whether you can read the full wording before you buy and how the provider is paid.

business.gov.au suggests checking an insurer on the Australian Prudential Regulation Authority register and a broker's licence on the Australian Securities and Investments Commission professional register. It also says packages tailored to your business type can be cheaper than separate policies. Whatever the route, give every provider the same complete description, because your duty of disclosure applies to each one. Our quotes guide explains it.

Frequently Asked Questions

Is cheap public liability insurance poor cover? Not necessarily, but a lower price can reflect a lower limit, higher excess or narrower wording. Compare those before you decide, because insufficient cover can lead to unsuccessful claims.

How do I compare public liability insurance quotes? Give each provider the same details, ask for the full wording and fill in a side by side table of limit, excess, exclusions and description. The NSW fact sheet says to check and compare terms and conditions.

Does Cairn Cover recommend an insurer? No. We do not rank insurers, compare prices live or give personal advice.

Should I use a broker or a comparison site? The NSW fact sheet lists both, plus going direct to an insurer. Ask each how it is paid and which insurers it uses.

Can a package be cheaper? business.gov.au says packages tailored to your business type can be cheaper than separate policies. Compare what the package includes.

What proves my cover once I choose? A certificate of currency from your broker or insurer, which confirms the entity covered, the type of cover and that the policy is active on a date.
