Public Liability Insurance Prices in the UK: Costs Explained

Public Liability Insurance costs in the UK explained: what drives the premium, what changes it and practical ways to keep the price fair.

How much does public liability insurance cost in the UK? We do not publish prices, because the sources we can open do not support a market figure and an insurer's starting price is not a rate. This guide shows what we can verify instead: the tax added to every premium, the factors insurers say move the price, what the 2026 market data says, and how to read a quote line by line.

Quick answer

Public liability insurance cost depends on your trade, turnover, limit and claims history, and 12% Insurance Premium Tax is added on most types of insurance. We publish no prices. Compare quotes on the same limit and basis.

What You Actually Pay: Premium, Tax and Fees

A quote has more than one line. There is a net premium, which is the insurer's price for the risk. There is tax added to it. There may be fees from a broker or payment provider. The gov.uk page says Insurance Premium Tax is usually included in the price you pay, with a standard rate of 12% on most types of insurance and a higher rate of 20% for travel insurance and for insurance arranged by the supplier on certain goods.

The page does not name public liability among the higher-rate categories. We therefore expect the standard rate, but we have not found a page that says so directly, and your quote should show the rate applied. The so what: ask for the tax line separately. A quote that gives only a total hides a figure that is the same on every comparable quote.

An IPT Example You Can Check

Here is arithmetic of our own, using invented numbers, to show how the 12% rate works. Say a quote shows a net premium of £500. Tax at 12% is £60, so the total is £560. If a different quote shows a total of £600 with tax included, the net premium behind it is £600 divided by 1.12, which is about £535.71, and the tax is about £64.29.

Line Quote A Quote B
Net premium £500.00 About £535.71
Tax at 12% £60.00 About £64.29
Total £560.00 £600.00

The numbers are illustrative and are not prices. The point is the method: compare net premiums, because a total can disguise a difference in the base. The so what: ask each seller for the net premium, the tax and any fee as three separate lines.

What Moves the Public Liability Insurance Premium

We cannot give a price, but we can show which factors insurers themselves say matter. We read two commercial pages, one from an insurer and one from a broker. Both are marketing pages from companies that sell cover, and both are over two years old, so treat them as commercial views.

Factor Markel (8 June 2024) Everywhen (6 September 2024)
Amount of cover Listed Listed
Type of work or trade Listed Listed
Business size Listed Listed
Turnover Listed Listed with size
Premises or footfall Listed Listed as type of premises
Claims history Listed Listed
Likelihood of a claim Listed Not listed separately

All the factors but one match, which suggests the list is a stable core and not a one-off view. The Markel page adds that a larger limit raises the premium, and that the cost for each pound insured falls as cover rises. We treat that as an insurer's statement and not as a rule. Our 10 million guide looks at what a higher limit means.

Picture a small joiner and an online seller of homewares. The joiner works on customers' premises, at height on some jobs. The seller never meets customers. Both can truthfully say they have a business with modest turnover, yet the factors above point to different risk descriptions. The so what: the premium follows your description, so the description must be accurate. Our hub guide explains the duty to present the risk fairly.

Public Liability Insurance Cost and Market Direction in 2026

Marsh's global index for the third quarter of 2026, released on 21 October 2026, reported that UK rates declined by 8% on a composite basis, across all lines. It gave no UK casualty figure. Public liability is a casualty line, so we cannot say how much of the 8% applies to it. Marsh did say casualty rates fell in every region except the US.

A December 2025 report in Insurance Edge, a trade outlet, citing the Premium Credit Insurance Index, said 51% of SMEs reported business insurance costs rising over the previous 12 months, with 10% calling the rise dramatic. It also said 54% use credit to pay premiums, and that average loans rose from £1,080 to £1,180. That is a rise of £100 on our arithmetic, which the article puts at almost 10%.

The two sources point in different directions, and they do not conflict. One measures rates charged by insurers across large and small clients. The other asks small firms how their own bills changed. The so what: the market can soften while your renewal still rises, because your own factors, such as turnover, may have grown.

Comparing Quotes Without Chasing the Lowest Number

A cheaper quote may describe different cover. These are the lines to match before you compare any total.

  1. The limit, and whether it applies to each claim or to the year.
  2. The business description and the work it includes.
  3. The excess you would pay on a claim.
  4. The net premium, tax and fees as separate lines.
  5. The policy start and end dates.

Sandwell asks for £5 million per claim for events, so a quote with a lower limit is not comparable for that job, whatever its price. Our requirements guide shows how to find the limit your contract asks for.

A Description Worksheet Before You Ask for Quotes

Since the premium follows the description, build the description first. The table lists the inputs that both commercial pages treat as important, and where you can find each one. Fill it in once and send the same facts to every seller.

Input What to write Where to find it
Type of work The activities you do, including work at height or on site Your own job list and contracts
Turnover Last year's figure and this year's expected figure Your accounts or sales records
Size Number of staff, subcontractors and sites Your payroll and contracts
Premises Where customers or visitors come into contact with you Your lease and site plan
Claims history Any claims or incidents in the period the seller asks about Your insurer correspondence
Limit and basis The figure and the basis a contract asks for The contract clause

This worksheet is ours, and it is not an insurer's form. Its job is to stop you giving three sellers three slightly different stories. The so what: if two quotes differ by a lot, the first thing to check is whether the descriptions differed, not whether one seller was cheaper.

Questions to Ask at Renewal About Public Liability Insurance Cost

Renewal is when a change in the market meets a change in your business. Marsh's 8% fall for the UK is a composite, so it does not tell you what your own renewal will show. A better use of the data is as a prompt for questions to put to the seller.

  1. What has changed in my turnover, staff or activities since the last renewal?
  2. Does any new contract or licence ask for a higher limit or a different basis?
  3. Has my claims history changed the description the insurer holds?
  4. Are tax and fees shown separately, so I can compare the base?
  5. Is the proof of cover dated to cover the whole period a client needs?

These questions need documents you already hold. The first needs your accounts, the second needs your contracts, and the fifth needs the certificate. Keep them with your renewal papers and your requirement tracker from the requirements guide.

Why We Do Not Publish Public Liability Insurance Prices

The Markel page gives starting prices for some trades, and we have chosen not to repeat them. A starting price is an insurer's marketing figure for a chosen limit, not an average, and it cannot stand in for your quote. We also found no UK government or regulator page, among those we opened, with a public liability premium benchmark. If we find one, we will cite it and date it. That is the honest answer to how much does public liability insurance cost: it depends on the description. Until then, the useful comparison is between quotes that you hold on the same limit and the same description.

What Is Moving Into 2027

Item What we found Why it matters
Market rates The next index release may show a different UK figure Re-check before renewal

Tax rate We found a gov.uk rate of 12%, with no change announced on that page Check the rate on each quote

Frequently Asked Questions

How much does public liability insurance cost in the UK? We publish no price, because we found no regulator or government benchmark. Insurer pages say the premium depends on cover amount, type of work, size, turnover, premises and claims history. Get quotes on the same limit.

Is there tax on public liability insurance? Insurance Premium Tax applies to most types of insurance at 12%, with a higher 20% rate for travel and some supplier-arranged cover. Check your quote for the rate applied.

Why does my renewal differ from the market trend? Marsh reported that UK rates fell 8% in Q3 2026, but that is a composite across lines. Your own turnover, claims and work type also move the price.

Does a higher limit cost more? One insurer page says more cover means a higher premium, though the extra cost per pound insured falls as cover rises. That is a commercial statement, so test it by asking for quotes at two limits.

Are monthly payments more expensive? We did not find a source we could open that compares them. Ask the seller for the total payable for annual and monthly options, and whether credit is involved.

Does a claim raise the price? Both commercial pages we read list claims history as a factor. How much it matters is for the insurer to say on your quote.

Is cheaper cover the same cover? Not necessarily. Compare the limit, the basis, the excess and the business description before you compare totals.

How does Cairn Cover help? We read government and regulator pages, date them, and link them on the words they support. We do not sell insurance, quote prices or rank providers.
